QUASIR is a Germany-based specialised consultancy led by Heinz-Peter Wolff, providing quantitative socio-economic analysis, investment and project appraisal, agricultural and natural-resource economics, water-resource planning, and evaluation of development interventions.
ATEEC and QUASIR have a long-standing professional and research partnership spanning more than two decades, with repeated collaboration on water, irrigation and integrated water-resources management assignments in Jordan. Their joint work includes the GLOWA Jordan River project, assessing the benefits of regional cooperation for Jordan (2004); the preliminary impact assessment of Participatory Irrigation Management (PIM) in the Jordan Valley with GTZ (2006); and analysis of the development potential of Jordan Valley farming systems under changing irrigation-water availability (2008). The cooperation continued through integrated water-resource management research and scenario development in the Jordan Valley, including the BMBF-funded SMART programme, combining ATEEC's expertise in water and environmental economics, stakeholder engagement and Jordanian water-sector knowledge with QUASIR's strengths in quantitative socio-economic modelling, farm-system analysis and investment appraisal.
This sustained collaboration provides ATEEC with a trusted specialised partner for economic and financial modelling, cost-benefit and investment analysis, agricultural systems analysis, water-demand and resource-allocation assessment, scenario modelling, and socio-economic evaluation of water and irrigation interventions. The partnership is particularly relevant to complex assignments requiring the integration of engineering and water-resource options with their economic feasibility, agricultural impacts, institutional implications and effects on farmers and other water users.
Rusteberg Water Consulting (RWC) — Integrated Water Resources Management

ATEEC and RWC have a long-standing professional and research partnership built through major water-resources initiatives in Jordan and the wider Middle East. Their collaboration has brought together RWC's expertise in integrated water-resources modelling, regional planning, water-allocation and decision-support systems with ATEEC's strengths in water and environmental economics, agricultural water management, socio-economic assessment, stakeholder engagement and knowledge of Jordan's water and agricultural sectors. RWC itself identifies ATEEC among its Jordanian clients and partners, together with the Ministry of Water and Irrigation, Jordan Valley Authority and Water Authority of Jordan.
The partnership has been strengthened through multi-year cooperation in the SMART/SMART-MOVE and SALAM initiatives, addressing integrated water-resources management in the Lower Jordan Valley and regional strategies for overcoming water scarcity. This work has included water-demand and freshwater-deficit assessment, development and comparison of alternative water-management strategies, water allocation, non-conventional water resources, desalination and water-transfer options, socio-economic assessment and decision support. In the SALAM Initiative Phase 2, the collaboration contributed directly to the assessment of future freshwater deficits in Jordan and Palestine and to the wider evaluation of desalination, water-transfer, wastewater-reuse and regional water-management strategies.
This established cooperation provides ATEEC with a trusted specialised partner for integrated water-resources planning and modelling, water-allocation and scenario analysis, climate-change and drought adaptation, desalination and water-transfer planning, GIS-based decision-support systems, and integrated evaluation of water-management strategies. Combined with ATEEC's economic, financial, agricultural and institutional expertise, the partnership enables multidisciplinary assessment of water investments and policies from technical, economic, environmental, social and governance perspectives—from resource assessment and modelling through feasibility, decision support and implementation planning.
