Core competencies

Nine areas of specialised expertise

ATEEC's work is organised around nine core competence areas, reflecting more than two decades of combined project experience across Jordan, the wider MENA region and the Mediterranean.

1

Non-conventional water resources and decentralised water systems

Techno-economic assessment and deployment analysis of brackish-water desalination, decentralised water and wastewater treatment, treated-water reuse, managed aquifer recharge and integrated water-supply solutions — including CAPEX/OPEX modelling, specific-energy-consumption analysis, water-cost benchmarking, lifecycle assessment, affordability and technology-adoption analysis, and site baseline and readiness characterisation translated into agricultural, technical, monitoring and acceptance requirements.

2

Business models, financing and market deployment

Design and comparative assessment of ownership, deployment and service models for water and environmental infrastructure — individual ownership, cooperatives and water-user associations, SME-operated services, leasing, pay-per-m³ and desalination-as-a-service, and public-private partnerships — covering investment requirements, operating costs, financing instruments, revenue streams, affordability, bankability and post-project service arrangements, validated with farmers, SMEs, authorities and financiers.

3

Water–Energy–Food–Carbon Nexus and renewable-energy integration

Integrated assessment of interactions among water availability, desalination and treatment, renewable-energy supply, agricultural production, resource recovery and carbon performance — including water–energy–carbon footprint accounting (specific energy consumption, renewable share, water balance and CO₂-equivalent per cubic metre), comparison of PV-driven, hybrid and grid-dependent operating modes, and economic valuation of circularity options.

4

Performance analytics, digital monitoring and decision support

Data-driven monitoring, performance analytics and user-oriented decision support for water, agriculture and environmental systems: meaningful KPIs with baselines, formulas, measurement methods and acceptance thresholds; technology-readiness (TRL) evidence and cross-site validation; decision-support testing with operators, farmers and competent authorities; and FAIR-oriented data management.

5

Water governance, policy and institutions

Institutional analysis and governance design; regulatory and policy assessment; ownership and operational responsibility frameworks; drought governance; IWRM implementation; and science–policy dialogue — translating validated evidence into practical recommendations on non-conventional water use, brine management, soil protection and groundwater licensing, in coordination with authorities such as the Ministry of Water and Irrigation and the Jordan Valley Authority.

6

Climate adaptation and drought risk management

Drought vulnerability and impact assessment, composite drought-index development, early-warning-system design, and climate-resilience planning for the agricultural and water sectors, drawing on regional experience from Jordan, Lebanon, Morocco and the wider MENA region.

7

Socioeconomic assessment, Multi-Actor engagement and adoption

Leadership of Multi-Actor Approach (MAA) co-design and societal-readiness processes — stakeholder mapping, engagement plans, decision-rights matrices and structured sessions at project gates — plus willingness-to-pay, affordability and adoption-behaviour studies, gender-responsive participation analysis and participatory validation of technical, digital and policy recommendations.

8

Irrigation, agricultural economics and environmental sustainability

Farm-level economic analysis, irrigation-water valuation, water-demand and crop-water-requirement modelling, and environmental compliance including Do-No-Significant-Harm (DNSH) assessment for EU-funded projects — with practical irrigation and salinity-management handbooks and market assessment of recovered by-products from brine valorisation.

9

Capacity building, dissemination and market engagement

Design and delivery of training, field days and policy/stakeholder events for farmers, operators, advisers, authorities and SMEs — with attention to the inclusion of women and marginalised groups — plus practice-oriented open-access outputs and structured exploitation support engaging licensees, service providers, investors and replication partners.
